State Infrastructure Strategy

The State Infrastructure Strategy (SIS) is a 20-year plan that places strategic fit and economic merit at the heart of investment decisions.  

Updated every five years, it identifies infrastructure challenges and solutions to grow the economy, boost productivity and improve living standards. 

Infrastructure NSW has commenced working on the next State Infrastructure Strategy.

This 20-year Strategy sets out Infrastructure NSW’s independent advice on the current state of NSW’s infrastructure and the needs and priorities over the next 20 years. 

The State Infrastructure Strategy 2022-2042: Staying Ahead, looks beyond the current projects and outlines the importance of diversifying the infrastructure investment pipeline, maintaining service reliability in the existing asset base, embedding resilience, harnessing digital technology and growing partnerships with the private sector.

This 20-year Strategy sets out Infrastructure NSW’s independent advice on the current state of NSW’s infrastructure and the needs and priorities over the next 20 years.  Building Momentum State Infrastructure Strategy 2018-2038 looks beyond the current projects and identifies policies and strategies needed to provide the infrastructure that meets the needs of a growing population and a growing economy.

In 2014, the NSW Premier asked Infrastructure NSW to update the 20-year strategy to guide how proceeds from the Rebuilding NSW initiative could be spent. Our recommendations to the NSW Government were accepted in full. The NSW Government published its response to our recommendations in the Rebuilding NSW – State Infrastructure Strategy 2014.

The update included 30 investment recommendations for infrastructure projects valued at a combined total of $18.9 billion — priorities that target three areas:

  • Global Sydney’s competitiveness
  • population and economic growth in Greater Sydney, including Parramatta and Western Sydney
  • productive regional industries and connected regional communities

In October 2012, Infrastructure NSW delivered its first 20-year State Infrastructure Strategy to the NSW Premier. This was the first ever prioritised and costed long term infrastructure strategy in NSW Government history. It focused on a vision for NSW 2032, including:

  • a Global Sydney, supported by its fusion of culture and business
  • a reinvented Wollongong
  • a booming Newcastle
  • completion of Sydney’s strategic road network
  • effective public transport
  • increased housing choice
  • long term improvements in health.

After consideration of our advice, the NSW Government released its own 20-year State Infrastructure Strategy in December 2012. This supported, or noted, 63 of our 70 recommendations for projects and reforms.

The Context

Developed by Infrastructure NSW, the State Infrastructure Plan outlines the demand drivers and market context for the NSW Government’s infrastructure program over the next 5 years. It also provides project specific information to support transparency to industry via the Major Projects Pipeline.

The 2022-23 State Infrastructure Plan was published in June 2022.

The plan delivers on a requirement of the Infrastructure NSW Act 2011 for Infrastructure NSW to produce an annual infrastructure plan for NSW.

It provides a 5‑year plan of major infrastructure projects with regard to Staying Ahead: State Infrastructure Strategy 2022-42 and includes the NSW Government’s Major Projects Pipeline as at the release of the 2022-23 State Budget. The pipeline can also be viewed within the Major Projects Pipeline portal.

From 2019-20 to 2021-22, the State Infrastructure Plan was released in the form of the portal.

Prior to this, the plans were published annually as an appendix to NSW Government budget papers and focused on the major infrastructure projects to be undertaken as a priority. View the Budget Papers (Infrastructure Statement) below:
